The Wisconsin State Patrol has arrested a driver suspected of Operating Under the Influence for the fourth time. The suspect, 33-year-old Charles Littlebull, was pulled over around 2:40 A-M Sunday on I-41 after a state trooper “noticed signs of illegal drug use and evidence of impairment.” Patrol officials say Littlebull was swerving out of the southbound lane of  I-41 and driving about 20 miles an hour slower than the speed limit.
